The Photographic Performance Ltd. (PPL) has lost a High Court challenge that they should not repay overpaid licence fees to thousands of small businesses in the hospitality business ….. and quite right too (pers comm.)
Pubs, hotels, restaurants etc. may be able to claim refunds on licence fees paid since 2005 – when fees increased in excess of 400%.
The British Beer and Pub Association (BBPA) is now developing a system to make it easier for business owners to reclaim what they are owed. Details are still being worked out, but you can find out more at

Retail Trade
The Association of Convenience Stores (ACS) has published guidance for business owners on reclaiming overpayments on PPL licence fees. The guidance is published after a group of organisations, including the ACS, won a court case against PPL and has resulted in lower rates for licences. These lower rates take effect retrospectively, back to 2005.

It would seem that anyone who has paid licences fees to PPL may be due a refund - check with your trade association
